Clayhidon Parish Council Meeting

 held in the Parish Hall at 7.30pm on Monday 9th April 2018



1.                  Present

2.                  Declarations of Interest

None declared.


3.                  Minutes from previous meetings

PROPOSAL:  The council minutes of the meeting of 19th February are approved.

PROPOSAL:  The council minutes of the meeting of 12th March are approved.

4.                  Public Participation

None reported.


5.                   Planning

Applications considered for:-

5.1              18/00382/FULL.  Kingsmead Centre, Clayhidon.  Erection of a rural worker’s dwelling (135 sq.m) with employment space (44 sq.m).

PROPOSAL:  the parish council supports the application.

PROPOSED:    Mr Drew 

SECONDED:   Mr Blackmore

DECISION: passed.  (5 for, 1 against) 1 abstention.

5.2             18/00366/HOUSE.  Beech Hayes, Clayhidon.  Erection of single storey extension and gable roof expansion.

PROPOSAL:  the parish council supports the application.

PROPOSED:    Mrs Hay

DECISION: passed.  (all in favour). 

Permission granted noted for:-

5.3       18/00130/FULL.  Harts Farm, Clayhidon.  Erection of a general purpose agricultural building.

5.4       18/00044/HOUSE.  Gladhayes, Clayhidon.  Erection of detached garage.

Details pursuant discharged noted for:-

5.5       13/00425/LBC – Applehayes, Clayhidon.  Listed Building Consent for the installation of replacement windows and internal alterations.


6.                   Matters Arising

6.1              Meeting with Highways – Neil Parish’s office has arranged a meeting on Monday 30th April with Clayhidon Parish Council, Somerset & Devon County Highways, Blackdown Hills Parish Network, District & County Councillors and other interested parties.  The purpose of the meeting is to discuss HGVs using inappropriate routes through the parishes, lack of signage in Devon in comparison with Somerset and what local businesses in receipt of HGVs deliveries can do to assist.  Mr Langford will liaise with the Clayhidon Friends to arrange refreshments.  Clerk to invite representatives from Hemyock Parish, Brookridge Timber and Brooke Energy.  Another HGV became stuck at Gladhayes Bridge last week.  With assistance from Brookridge Timber, no damage occurred.  Clerk to clarify with Highways that the bridge on Callers Lane has not been damaged in living memory and Highways information must be incorrect.       

6.2              Annual Parish Meeting – Monday 30th April at 7.30pm.  Clubs have been asked to send a report to the clerk for inclusion in an information pack.











7.                  District Council Report

Councillor Frank Rosamond reported:-

MDDC has set up a gypsy & traveller forum.  The forum will provide an opportunity to work with the gypsy and traveller community of Mid Devon, to build positive relationships and outcomes. 

MDDC has instructed consultants to design a Master Plan for Cullompton Town Centre.  Mr Langford asked why MDDC is doing Tiverton & Cullompton Town Council’s job for them. Councillor Rosamond responded that MDDC is responsible for the economic regeneration of the district.  Mr Langford went on to say that the total population of Crediton, Tiverton & Cullompton is less than the rural population of the district, yet MDDC appears to spend a significant amount of precept on two towns. 

MDDC has instructed consultants to produce a planning document, ‘Design Guide’. 

Councillors asked Councillor Rosamond about the Local Plan and the impact on Clayhidon.  It was suggested that smaller/affordable homes are needed/wanted in the village.  Councillor Rosamond recommended that the parish council speaks with Jenny Clifford, Head of Planning, in the first instance.

8.      County Council Report

Councillor Ray Radford reported:-

He has an extra £10,000 in his budget this year from unspent Investing in Devon money.  The last round of TAP fund applications was undersubscribed.  If any local club/organisation is interested in receiving funding please see the MDDC website for further information.  Applications for the Communities Together Fund will open on 1st June 2018.

Mr Langford and son have kindly donated a projector screen for the parish council to use. 


10.             Clerk Report

10.1    General Data Protection Regulations – come into force on 25th May.  More information to follow.


11.             Highways

Mr Bendle attended a site visit with Highways reference the drainage problem at the entrance to the church.  Dave Ashford, Highways, has taken pictures of the boundary stone and hopes to return with a camera to investigate and establish what the problem is. 

Councillor Rosamond & Radford left the meeting  


12.             Footpaths

The footpaths grant has been confirmed.  Any project requests to be sent to Mrs Hay.


13.             Blackdown Hills Parish Network

A meeting is planned in June for the chairmen of the parish councils.  The AGM will be on 6th July. 


14.             Wiltown Turbary

Nothing to report.


15.             Clayhidon Charity & Mary Parsons Gift Trust

A meeting is scheduled for 16th April.  Mr Langford continues his investigations to enable the land to be registered.  Mrs Hay will provide Mr Langford with copies of the registers she obtained from Churchstanton Trustees.    



16.             Correspondence

 Letter from Viridor acknowledging receipt of the £2,000 grant towards the Parish Hall roof refurbishment.


17.         Items raised by Chairman

18.             Items raised by Councillors

18.1          Mrs Hay reported that holes have appeared at Wiltown Green.  Mr Langford has already reported the blocked drains with Highways.  

18.2          Mrs Weekes reported that the litter pick was successful and she was pleased with the turnout.   The scouts/adult helpers have volunteered to clear the top road.
