Clayhidon Parish Council Meeting

held in the Parish Hall at 7.30pm on 10th August 2015



1.               Present 

Mr R Kallaway (Chair), Mrs A Weekes, Mr G Langford, Mrs S Hay, Mr M Bendle, Mr R Drew, Mr F Rosamond (District Councillor), Mr R Radford (County Councillor), Mrs D Evans (Parish Clerk), and 7 members of the public.

2.               Declarations of Interest

The clerk declared that:-

Agenda item 7.2 - Mr R Kallaway has a personal interest in the matter as he owns neighbouring land and has chosen to abstain from voting on the matter.

Agenda item 12.1 – Mrs S Hay, Mr M Bendle and Mr R Drew all have a personal interest as they have a business relationship with the applicant. 


3.               District Council Report

Dumping of rubbish opposite Kingsmead Centre

A member of the public raised the subject of the continued dumping of rubbish opposite the entrance to Kingsmead Centre.  It was reported that this is having a detrimental effect on the business and the parishioner wonders what can be done about it.  A video of persons dumping rubbish at the site was shown to councillors.  Enforcement Officers from MDDC are involved, as are the Police.  Councillor Frank Rosamond and County Councillor Ray Radford were asked to lend their support and apply pressure to resolve the matter.  The parish council sympathise with the problem and hope that between MDDC, DCC and the Police the matter can be effectively resolved. 

Councillor Rosamond reported:-

The budget is on track.  A review of car parks is underway, including the village car park in Hemyock.  The external audited has certified that MDDC are an effective council and offer value for money.  The Icelandic banks debt has reduced to £62k.  Neil Parish MP is attending a meeting on 24th August and Councillor Rosamond will raise any issues on the parish’s behalf.  The new waste collections are working well with more going to recycling and less to landfill.

5.               Matters arising from previous minutes

5.1      Road Warden Scheme – Clayhidon met with Hemyock & Culmstock parish councils and are awaiting clarification on several matters from Highways.  Another meeting will be arranged by Hemyock.

5.2      Litter Pickers – carry forward.

5.3      Mandate/Financial Regulations - the mandate has been updated and the clerk is awaiting confirmation from HSBC. 

5.4      Land Adjacent to Half Moon – ‘The Pound’ – Mr G Langford located the old documentation referring to a lease agreement.  The landlady of the Half Moon indicated that she wished to enter into a lease agreement with the parish council at a rent of £50 per annum subject to some ground levelling.  It was agreed that the parish council will meet separately with the landlady to agree the terms etc.  The clerk confirmed that an email had been received asking for a parishioner’s interest in buying the land to be noted.   

5.5      Glebe Field – The work has not taken place as yet.  Mr Bendle will speak to the owner of the Old Rectory to remind him as the issues need to be resolved before end of August when the fete will be held on the field. 

5.6      Clayhidon Turbary & Other Parish Land – nothing to report. 












6.               County Council Report

Councillor Radford reported:-

Willy Pike, from Highways, had been out with a jetter at Bolham.  The Chair reported that the road surface needs attention.  Mr R Kallaway will write to the new Highways man, Tom Vaughan, copying in Councillor R Radford, to invite him out to the parish to see the state of the road for himself.   Councillor R Radford was asked to provide an up-to-date road grading map of the parish.  The Local Minerals Plan is out for consultation.  Budget is on target.  There has been an increase in the number of children in care in Devon.  Recycling stands at 54.8%.  Councillor R Radford was asked to clarify the county procedure for Japanese Knotweed as it was reported that DCC has been clearing one side of a hedge but not the other. 









7.                Planning

7.1              15/01117/FULL – The Shack, Jewells Farm, Hemyock.  It was reported that this application has been withdrawn and was therefore not discussed

7.2              15/01206/FULL – Ten Oaks Farm, Clayhidon.  Erection of a dwelling and garage to replace existing caravan.  Councillors had not seen documentation on website.  Clerk was asked to organise another meeting.

7.3        15/00722/FULL – Hidonsfields, Clayhidon.  Construction of outdoor school and change of use of land from agriculture to a mixed use of agriculture and equine (revised scheme)

7.4        15/00734/FULL - Callers Farm, Clayhidon.  Erection of roofing over existing silage clamp

7.5        15/00798/FULL - Callers Farm, Clayhidon.  Erection of an agricultural building to house dairy cattle

Approval of Listed Building Consent noted for:-

7.6        15/00933/LBC - Knowle Farm, Clayhidon.  Building Consent for the replacement of thatched roof to slate roof

Discharge of conditions noted for:-

7.7        14/01865/FULL - Shepherds Halt, Clayhidon.  Change of use of agricultural land to mixed domestic and equine and construction of a ménage.

8.2     Mrs S Hay asked that expenditure up to £50 be spent on the parish strimmer. 

PROPOSAL:   expenditure is made ref the parish strimmer to a value up to £50.

9.                 Clerk Update

The clerk reported that:-

9.1          Gareth Weekes has updated the village website with almost all of the minutes back to 2002.  Clerk needs the contact number for David Hortop to obtain the 2004 minutes.  Mr M Bendle will provide details. 

9.2          Michael Osmond will meet with clerk shortly to pass over cashbook and accounts.  Clerk will then set up spreadsheet etc.   

9.3          Clerk will forward planning slides from MDDC training session.





10.              Highways

Nothing to report.


11.              Footpaths

The Definitive Map Review – two proposals were considered by DCC.  Four more proposals will be considered at a meeting on November.  If anyone has any more evidence please contact Tania Weeks at DCC.  See village website for more information.


12.              Smeatharpe Village Hall Report

Robert Pike reported that the accounts are in order, the insurance premium has increased and 20 new chairs have been purchased.  


13.             Correspondence

13.1           An email had been received from a parishioner asking for the council’s view on, and possible support, in principle, for an agricultural dwelling.  The parishioner attended the meeting and provided the council with an outline of what she was trying to achieve.  The council confirmed that until an application was put before it, it could not comment.  However, the council confirmed that it is in favour of agricultural dwellings, if the necessary agricultural justification has been proven.
