Clayhidon Parish Council Meeting

 Held at Parish Hall, Clayhidon at 7.30pm on Monday 10th December 2018



1.                  Present 

Mr R Kallaway (Chair), Mr J Blackmore, Mr R Drew,  Mrs S Hay, Mr G Langford, Mrs A Weekes, Mr F Rosamond (District Councillor), Mrs D Evans (Parish Clerk) and members of the public.

Absent Mr M Bendle

Apologies Mr R Radford (County Councillor)


2.                  Declarations of Interest

Agenda item 6.3 – Mr Langford & Mr Blackmore each have a personal interest as they know the applicants and have chosen to abstain from voting.  


3.                  Jenny Clifford, Head of Planning Department, Mid Devon District Council

Mrs Jenny Clifford answered questions from the parish council regarding the planning applications at Ten Oaks and Poacher’s Rest.  The parish council shared with Mrs Clifford its concerns about speculative applications.  Mrs Clifford talked through how MDDC works with communities that wish to build affordable houses, via a Community Land Trust or similar, and answered many questions from councillors and member of the public.


4.                  Minutes from previous meetings

PROPOSAL:  The council minutes of the meetings of 8th October & 12th November are approved, subject to correcting the location of the October meeting.

5.                  Public Participation

5.1       Mr Gareth Weekes, website, confirmed that Mrs Lucy Tonkin had agreed to take over the administration of the village website.  The existing website has no more storage capacity and a new website is needed.  Mrs Tonkin wishes to apply to the AONB for 75% funding towards a new site and asks that the pc funds the remaining 25% (£125) and agrees to pay for the hosting of the site at an annual fee of approximately £60.  The clerk suggested she apply to Councillor Radford’s locality budget for this 25%.       

PROPOSAL:  The council agrees to fund £125 towards a new website and £60 per annum hosting fee.  Clerk to apply to Councillor Radford for funding of £125.      

PROPOSED:  Mr Blackmore 


DECISION: passed (all in favour) Mrs Weekes abstained from voting.










6.                  Planning

Applications considered for:-

6.1            18/01790/HOUSE.  Erection of first floor extension and re-roofing of buildings (Revised Scheme).  Crockers Farm, Hemyock.

PROPOSAL:  The council makes no comment.

6.2            18/01752/FULL.  Change of use of redundant agricultural building to dwelling.  Land and Building at NGR 316528 116028 Barpark, Clayhidon.

Queries were raised concerning highway access, visibility, etc.  A neighbour’s concerns reference possible damage to their sewer/septic tank was noted.    

PROPOSAL:  The council has no objection to the application provided the issues raised are addressed.



DECISION: passed (all in favour). Mr Langford & Mr Blackmore abstained from voting.

Permission granted noted for:-

6.4      18/00499/HOUSE.  Conversion of outbuildings to ancillary accommodation.  Crockers Farm, Hemyock.

6.5      18/00500/LBC.  Listed Building Consent for conversion of outbuildings to ancillary accommodation.  Crockers Farm, Hemyock.

6.6      18/01257/FULL.  Erection of an agricultural building.  The Knowle, Clayhidon.

6.7      18/00902/FULL.  Conversion of redundant agricultural building to dwelling.  Hole Farm, Clayhidon.

6.8      18/01374/FULL.  Erection of replacement dwelling (revised scheme).  Beamley Bungalow, Hemyock.

The following application has been called-in to be decided by planning committee

6.9      18/00171/FULL.  Change of use of agricultural land for the erection of a dwelling with associated garden area and access, formation of ponds, and creation of access tracks.  Carlingwark, Clayhidon.

Mr Kallaway will speak for 3 minutes on behalf of the parish council.  He will liaise directly with the applicant, Mr Richard Brown, about the technical details of the application.







































7.                 Matters Arising

7.1            The council’s joint application with Hemyock Parish Council to the Communities Together Fund was successful.  Name signs for the various parcels of land around the parish under the control of the parish council will be purchased.

7.2            The council has submitted a bid to Devon County Highways Community Enhancement Fund for funding towards the  lengthsman’s work over the winter.  A decision is expected shortly.

7.3            Road Signs – Mrs Weekes reported that Upottery Parish Council has purchased some ‘unsuitable for HGV’ signs directly from supplier.  Clerk will obtain a quote/request a sign on the existing post at top of Rosemary Lane.         









8.                  District Council Report

Councillor Frank Rosamond reported:-

The planning application for Lidl in Tiverton has just been passed.  Mid Devon residents' recycling rate continues to be high at 52%.  Garden waste customers are now over 10,000.  MDDC is adding to its social housing stock.  MDDC has increased its green credentials by installing 2 electric charging points at each of its leisure centres.  Premier Inn has begun work at the multi-storey car park site in Tiverton.  Car parking charges have been frozen for the second successive year.  All units are fully let at Market Walk, Tiverton.  The State of the District Debate on Brexit will be held on 24th January.

10.2    Precept

PROPOSAL:  the precept for 2019/2020 is set at £9,000 an increase in Band D annual charge from £37.62 to £39.78.

10.3    The following grant applications were considered:-

10.3.1 Cameo Club, Blackdown Healthy Living & Activity Centre - £130

           Clerk was asked to clarify with the Healthy Living Centre if they wish to receive the donation for the whole centre rather than just for the Cameo Club.  Clerk to report back. 

10.3.2  Tiverton & District Community Transport – £70

10.3.3  St Mary’s PCC Hemyock - £65.00

10.3.4  Clayhidon Parish Hall - £2,000.00      

10.3.5  Clayhidon Parochial Church Council (churchyard maintenance) - £540.00 

10.3.6  Blackdown Support Group - £500.00    

10.3.7  Citizens Advice Bureau – no donation to be given.

11.             Clerk Report

The clerk has successfully applied for funds of £250 from Councillor Ray Radford’s Locality Budget towards the cost of a projector.


12.             Schedule of Meetings

Clerk will circulate schedule of meetings for next year, including the Annual Parish Meeting on Monday 29th April at 7.30pm.




13.             Highways

Mr C Houghton will send his invoice for work completed.

16.             Clayhidon Charity & Mary Parsons Gift Trust

17.1        MDDC 106 consultation – clerk to suggest benches could be installed at Hidon Woods/Grays Quarry as potential 106 projects.
