5.                   Planning

Applications considered for:-

5.1        18/00643/FULL.  Higher Barn & Lower Barn, Higher Heazle, Clayhidon. Retention of change of use from holiday let and office to residential use (incidental to main dwelling, Higher Heazle) as holiday let and residential dwellings. 

PROPOSAL:    the parish council has no comment to make on the application.  PROPOSED:    Mr Langford

Permission granted noted for:-

5.2        18/00542/CLU.  Ashfields, Clayhidon.  Certificate of lawfulness for the existing use of a dwelling in breach of agricultural occupancy Condition (C) of planning permission 89/00291/OUT for a period in excess of 10 years.

5.3        18/00382/FULL.  Kingsmead Centre, Clayhidon.  Erection of a rural worker’s dwelling (135 sq.m) with employment space (44 sq.m).

7.                  District Council Report

Councillor Frank Rosamond reported:-

It has been proposed that some of the £18.3m government funding towards road improvements at Junction 28 will be redirected towards a relief road for Cullompton.  The building work at the multi-storey car park for the Premier Inn has commenced.  The Local Plan is due to be reviewed by the Planning Inspectorate in September.  There are proposals to increase litter fines and issue fixed penalty notices for littering from vehicles.  Recycling rates remain over 50%.  Mr Kallaway asked if light bulbs may be put in the recycling box.  Clerk will confirm with MDDC.

8.      County Council Report

Councillor Ray Radford reported:-

That his year as Chairman of the Council has ended.  He attended over 170 official visits as Chairman during the year and enjoyed the position and experience.  As he is no longer Chair he is able to sit on various committees.  Councillor Radford was asked why Devon County Highways had not responded to the pc about the reported damage to the bridge, suggested changes to the bridge and improved signage request.  Councillor Radford will investigate.

10.             Clerk Report

10.1    Art Club – The art club has applied for funding from DCC’s Locality Budget.  As they do not have a bank account in their name they have asked if the council would be willing to act as a conduit for the grant.

PROPOSAL:  the parish council receives the grant money from DCC on behalf of the art club

11.             Highways

Edge of road surface requires attention at gateway before Deadbeer.  Clerk to report

The damaged footpath post at Troakes Farm will not be replaced.  Is believed that a footpath diversion application may be applied for shortly.

15.             Clayhidon Charity & Mary Parsons Gift Trust

It was noted that a meeting scheduled for 16th April was cancelled by Churchstanton Trustees.  A meeting of the Churchstanton Trustees was held on 17th April.  A further meeting was called with 2 days’ notice for 21st April and a further meeting that was scheduled for 4th June was cancelled by the Churchstanton Trustees.  A meeting has been promised later in the month.
