Clayhidon Parish Council

 

A Meeting of the above council was held, on Monday 13th August 2012 at the Parish Hall, Clayhidon at 7.30pm.

 

The following Business was brought before the council:-

Present

          Mr RM Kallaway, Chairman; Mr AFJ Redwood; Mr RJ Pike; Mrs S Hay; Mr ME Bendle; Mr AGS Hill; Mr RW Drew; Dist. Councillor Mr FJ Rosamond; Parishioners Mr B Clowney; Mr N Carter and Mr MC Osmond, clerk

 

On opening the meeting the Chairman gave a warm welcome to those present.

 

Apology

            An apology was given for Mr RF Radford County Councillor, unable to attend.

 

Minutes

            The minutes of meeting 2nd July 2012 were taken as read (copies having been previously circulated), confirmed and signed after Mr Hill raised the record of discussion on planning application for the removal of agricultural tie Tredown Farm dwelling as this is for sale. The Chairman gave a summing up of the discussion on this large bungalow, now with little land to it and the response made to it.

 

Matters arising

Ten Oaks Appeal

            Mr Redwood gave a short account to members. Planning officer had stated a robust case had been made for the Refusal decision. A site meeting was held in the afternoon but Mr Greenhill had not given permission for Mr Redwood to attend. Clark had contacted the planning office but at time of meeting no decision made by Appeal officer.

 

Upper Culm Land Trust

            chairman gave details of a recent board meeting. Now 30 applicants to join a cost of £5.00 each. Further meeting on 22nd of September. Details of scheme can be viewed on page of Hemyock website. Clayhidon did have interest in scheme as a source for an affordable home. At present 12 houses on a one acre plot proposed. General discussion on proposals.

 

Affordable house, Clayhidon

Chairman stated he had contacted the planning officer for latest details and a developer had not increased his payment to counsel. Housing needs document now prepared by District Council and Mr Rosamond gave details of how this would work. Different calculation used to obtain payment to commute affordable tie on house. This would be higher than at present. General discussion on option on what could be done to lower the payment figures that Clayhidon. Mr Bendle noted that six months passed on house in Clayhidon without a drop in price and at £18,000 deposit this was not feasible. He proposed that Housing Needs Officer and Parish Council should have a special meeting before District Council made any decision is still waiting for a response from the developer. District councillor noted the feelings of the meeting and would "call it in" prior to any decision.

 

Jubilee Event

            Clerk stated was unable to confirm statement of previous meeting presented as there was a difference in figures. Audit regulations required all information to be recorded and this was not possible in particular the bar details. The total figure for expenses was £200 over invoices. Agreed clerk contact Sir Nigel Essenhigh for details as possible missing invoice or printing error.

 

T A P Fund

            Agreed possible for this was use on Upper Culm Land Trust as this was with Hemyock and met aims of the fund.

 

Noticeboard Garlandhayes

            in reply to a question raised by Mrs Hay, Mr Redwood stated he needed to confirm with Mr Coates the proposed site.

 

Hidon Wood

            Mrs Hay presented to members a copy of the report prepared by Mr John Greenshields who had visited sites in the parish who is the Blackdown and East Devon woodland coordinator. A general discussion was held on its content. Hidon Wood had a lot of Holly which restricted movement. Removal of this would create more open areas for possible picnics. Concerned to not create a large open area which could be misused. Thanks given to Mrs Hay for the report received and it was agreed a subcommittee have a site meeting with Mr Greenshields at height and wood, also to attend Mr B Clowney, adjoining landowner. Mrs Hay agreed to make the arrangements.

 

"Audit Return" 2011/2012

            clerk reported this had been received and passed by the auditor with no matters raised by him for attention.

 

Planning Decisions

            permission is being granted were noted for Mr L Saunders Smythe's farm, erection of two ground floor extensions. Mr M Broadbent, Higher Hill Farm, two dormer windows and balcony for a loft conversion. Mr M Legge, Old Ridgewood Farm change of use of craft workshop to holiday accommodation. Notice of Prior Approval to Mr J day Cornerways for agricultural building.

 

Mr F Rosamond District Councillor

            a short report was given to the meeting.
