3.                   Declaration Of Acceptance Of Office

Following the recent uncontested by-election, Mr J Blackmore signed his acceptance of office declaration.

 

4.                   Planning

The following applications were considered:-

4.1              16/01604/FULL.  Ten Oaks Farm, Clayhidon.  Variation of condition (2) of appeal decision APP/Y1138/W/16/3145647 relating to planning application 15/01622/FULL to allow the substitution of previously approved plans.

The council makes no comment.

4.2              16/01657/HOUSE.  Ashcott, Battle Street, Clayhidon.  Erection of a two storey extension.

The council makes no comment.

Approval noted for:

4.3        16/01233/HOUSE.  Graddage Farm, Clayhidon.  Erection of extension to garage.

4.4        16/01334/HOUSE.  Higher Heazle, Clayhidon.  Alterations and erection of extension. 

 

 

5.                    Blackdown Hills AONB Natural Futures Project

The clerk had circulated an email from James Maben, Natural Futures.  James and his team are submitting a bid to the Heritage Lottery Fund for the Culm Community Crayfish project and asked for a letter of support from the parish council.  The aim of the project is to help protect the native white-clawed crayfish.  The project will work with schools and other community groups and volunteers to take action to protect these unusual and increasingly rare animals, Britain’s largest freshwater invertebrates.  The project will raise awareness and involve people in their local river by taking practical action to improve the river habitat for crayfish, survey and monitor the river’s health and reduce numbers of the alien signal crayfish. 

PROPOSAL:  The council supports the project and will provide a letter of support.

6.                    Glebe Car Park Field

It was noted that the clerk had received notification from Savills that the rent for the field is increasing in line with RPI.

8.                    Clerk Report

The clerk reported that next year’s precept needs to be agreed in December.  She has booked Mr J Blackmore on to a DALC training course next year.  She has purchased some ‘no entry for HGVs’ signs which will be erected at various positions within the parish.  It is hoped these will prevent large vehicles from using inappropriate routes.  She reminded all that the defibrillator training event will be held on Wednesday 30th November at 7-9 pm Parish Hall, Hemyock.

 

9.                    Items raised by Chairman

9.1       Mr R Kallaway asked that the clerk arrange a meeting with the trustees of the Mary Parsons Gift Trust in December.   

 

 

10.                Items raised by Councillor

10.1          Mrs S Hay raised some issues reference our volunteer Road Warden, Chris Houghton.  He has asked if the parish will pay for the increase in his insurance premium as a result of the lengthsman type works he has agreed to complete on behalf of the parish.  Mr Houghton is due to attend a Highways training course this month and it was agreed that Mrs S Hay and Mr R Kallaway will meet with Mr Houghton to agree his terms and report back in December. 

10.2          Clerk was asked to add the Blackdown Hills Parish Network as a recurring agenda item so that Mrs A Weekes may update the group.

10.3          Car park extension at the hall.  The clerk will liaise with the hall’s agent reference planning application etc.
