Report of Clayhidon Parish Council Meeting held on 2 December 2013

The main topic for discussion at this meeting was the current state of the Parish roads.

Dr Phil Norrey, Chief Executive of Devon County Council, attended the meeting at the invitation of The Parish Council, to answer Clayhidon’s concerns regarding the current maintenance of the Parish road network.

In preparation for the meeting, members of the Parish Council had requested copies of the plans which are used by the County when they plan our road maintenance. They had then surveyed the roads to assess the accuracy of the maps and the current state of each road, including the ditching and drainage. Alex Hill had subsequently prepared a document which stated our concerns and questions and asked for a more collaborative approach from the County Council. Dr Norrey started by saying that the County Council were aware of the dissatisfaction in rural areas and that he welcomed the suggestions from Clayhidon as the County Council wanted to improve relationships with Parish Councils. He stated that they would like to use our local knowledge and work with us on assessing the priorities for road maintenance to enable the County Council to invest its limited financial resources more smartly.

Dr Norrey continued by saying that the County Council was committed to increased transparency. He would give us the figures for the resources available and consult with the Parish Council on how these resources could be best used on routine maintenance and investment.

Questions were asked about the Parish Council using local resource to do some of the Lengthsman duties as these have been considerably reduced. The County will be organising Health and Safety training, in the near future, for volunteers, to enable this to go ahead.

The meeting was very positive and the Parish Council look forward to all these proposals being put into practice.

The next meeting of the Parish Council will be on Monday 10 February 2014 at 7.30pm in the Parish Hall.
